Ken Smith

Ken earned his bachelors degrees from the University of Maryland in Industrial Engineering/Technology Education and masters in education. His educational experience spans 37 years where he served as a classroom teacher for eighteen years in Technology Education and Mathematics with various roles in school administration ending as Director of Career and Technology Education in St. Mary’s County, Maryland.

During the 1990’s Ken founded Odyssey Educational Systems, an educational materials development company that specialized in promoting engineering education k-12. In addition, he participated in several NSF grants which helped to develop and refine Engineering Education in Southern Maryland at the secondary and post-secondary levels. A summer program was also developed which enabled middle school students to explore STEM activities with a focus on actual problems submitted by local businesses.

Through continued collaboration with the Patuxent River Naval Air Station and the Naval Ordinance Laboratory in Maryland, students participated in competitive engineering events with a focus on aerospace and flight design problems. Another significant involvement was developing a FIRST ROBOTICS team offering numerous students the opportunity to participate in one of the most exciting international educational experiences as part of the local STEM initiative.

Ken has co- authored several publications at the local, state and national levels, including the Maryland State Framework for Technology Education which helped secure a graduation requirement in that content area, advanced course for ITEEA, Engineering Design and Ford Aerospace project, The Satellite Factor as well as other instructional documents published as supplemental materials for engineering, science and mathematics education.

He has served as an adjunct professor for the University of Maryland for teacher preparation and the College of Southern Maryland in engineering education during his career. As part of his work in St. Mary’s County, Maryland, he assisted with the development of secondary components for the STEM program.

Currently, Ken continues to work as an Educational Consultant for Maryland as a writer and editor for the Manufacturing Engineering Technology (MET) program and organizations developing instructional materials for STEM initiatives as well as grant review and development and teacher training for STEM implementation.


Joseph L. Mills, Jr.

Joseph L. Mills, Jr. is better known to his friends and colleagues as Joe. He has managed staff development and curriculum projects in Maryland, Delaware, Pennsylvania, New Jersey, Rhode Island, New York, Virginia, Wisconsin, Washington and California focusing on assessment, standards and instruction. Projects focus on the development and validation of standards and benchmarks, the development of performance assessments, milestone assessments and tiered assessments in mathematics and using data to inform instruction. Joe was Supervisor of Mathematics for the State of Delaware, Coordinator of Mathematics for Harford County Public Schools, Assistant Principal and Mathematics Department Chair. He has taught or supervised all grades K – 12 in mathematics and developed mathematics curriculum guides for all grades and courses K – 12.

Joe was a group leader for six years at the Maryland Assessment Consortium and collaborated in the design of the Performance Assessment Task Templates and a video on Scoring Tools. He has extensive experience in the development of state and local assessments including the development of prompts, performance tasks and grade/course level formative assessments with exemplary responses, anchors and scoring training models.

Joe has presented at national conferences for ASCD, NASDTEC, NCSM, NCTM, RBS; state conferences for MASCD, NCTM regional and Maryland Governor Academy and for numerous districts and county professional study days on assessment, curriculum, standards and instruction. His professional activities include services to the US Department of Education, AACTE, RBS, NCTM, MSDE, State Director for Presidential Awards and author/contribution to ASCD Administrator/Supervisor Handbook. Joe is an excellent presenter with the ability to model lessons for groups and individual teachers with their students.

Joe received his Bachelor of Science degree from Towson State University, Masters of Education from Loyola College. He completed graduate studies (sixty credits) in Mathematics Curriculum, and Administration earning Maryland Certifications as a Secondary Mathematics Supervisor and Secondary Principal.
